[torqueusers] server change down state when detect message error

The documentation explains that is currently ignored by TORQUE. The
$down_on_error MOM setting (noted as experimental), enables that behavior.
If you're using Moab as your scheduler, though, it will regard the node as
down unless you set RMMSGIGNORE TRUE.
