[torqueusers] Recommended versions for Torque and Moab?

-- There is a slow memory leak which is to be addressed in 4.2.7 (I believe)
Unfortunately, we did not get the memory leak fixed before 4.2.7 was
released. But we can replicate it and it will be fixed in 4.2.8.
