[torqueusers] maui jobs not starting

I am running maui 3.3.1 and torque 3.0.5


there are 3 jobs idle waiting to be scheduled, the job with
startpriority 79 could start right away with
"job can run in partition DEFAULT ( 1104 pros available. 16 procs required)"
but maui does not start it. runjob runs the job with no problem.

the scheduling parameters are set to

BACKFILLPOLICY BESTFIT
RESERVATIONPOLICY CURRENTHIGHEST
JOBNODEMATCHPOLICY EXACTNODE
JOBPRIORIACCRUALPOLICY ALWAYS
NODEALLOCATIONPOLICY PRIORITY
RESERVATIONDEPTH 1 (default)

What am I missing to start the job with available resources even though
the startpriority is less than the high priority jobs?
