[torqueusers] torque max_array_size

I ran a quick test:

dbeer at napali:~/dev/torque/4.2-dev$ qmgr -c 's s max_job_array_size=30'
dbeer at napali:~/dev/torque/4.2-dev$ echo sleep 20 | qsub -t 0-50
qsub: submit error (Bad Job Array Request MSG=Requested array size too
large, limit is 30)

It turns out that its max_job_array_size, but yes it does what you're
hoping.
