[torqueusers] pbs/torque / RHEL6 - drmaa library integration

Benji,

It seems that drmaa support is broken in torque 4.x. It will most likely
require a patch because the drmaa code is still referring to the old
pbs_submit() function instead of the newer pbs_submit_hash()
