[torqueusers] pbs/torque / RHEL6 - drmaa library integration

Hi all,

 Quite recently I have uploaded DRMAA version 1.0.17  which handles
pbs_submit_hash correctly (there is now an ifdef on Torque version).
Could you try the newest DRMAA available here:

 https://sourceforge.net/projects/pbspro-drmaa/
