[torqueusers] qsub and resource limits problem.

Hi Daniel

Do you have a $TORQUE/server_priv/nodes file on the pbs_server machine?
What are its contents?
Something approximately like this, perhaps (assuming 12 core per node)?

node01 np=12
node02 np=12
...

If you don't have a node file, after you create one, you need to restart the pbs_server.
