Toruqe 4.2.0 keeps burning CPU.
strace -p <pbs_server_proc_id> shows:
tgkill(23907, 23911, SIG_0) = 0
nanosleep({0, 100000}, NULL) = 0
tgkill(23907, 23910, SIG_0) = 0
tgkill(23907, 23911, SIG_0) = 0
nanosleep({0, 100000}, NULL) = 0

But it said the bug has fixed in 4.1.
Torque 4.1.3 does not have the problem.
