[torqueusers] Use issues on GitHub instead of bugzilla for TORQUE

Hi all,

One of the nice features of GitHub is that is has a bug reporting feature
that is much easier to use than bugzilla.

When you login to GitHub and bring up the torque project there is a tab
named Issues. If you click on this tab you can then enter a bug report and
even attach a code fix if you like.

We would encourage everyone to start using this feature instead of bugzilla.
