[torqueusers] upgrade from 4.1.x to 4.2.x

I figured out how to grab the commit as suggested.  Thanks.

BTW, this patch is to fix srv_mail.c, does it means that it will only 
affect pbs_server only and
NOT pbs_mom and trqauthd.  Just want to confirm so that we can save some 
work without
touching all compute nodes.
