FWIW, we have around ~100 active users and around ~1500 defined
users.  We haven't run into any limits yet w/ TORQUE, but we had to
increase some of the #define'd limits in Maui, in particular, some of
those related to allocations accounting (for QBank/Gold--we're
actually using QBank!):
