[torqueusers] TORQUE 4.1.1 available

I can't help but notice that the "CHANGELOGS" link on the torque
download page doesn't have anything more recent than 4.0.2. Also, the
"Release Notes" for v4.1.1 and v4.1.0 both seem to point to the 4.1.0
You might want to look at this.
