[torqueusers] 4.1.3 Is Now Released

Bug 219 has been added. Along the way I tried building from an svn co
of 4.1.3 and running autogen.sh there created working *.in files. I
think this is an autoconf version issue and am assuming that tarball
was created on a system with an older autoconf install. Link to bug is
