[torqueusers] limit cpu cores available to a user

Hi all,

I am afraid this is a F.A.Q. question unfortunately I could not find an
answer to it.

I use torque and maui. My cluster has 10 nodes, each node has 8 cores,
80 cores total. There is a single queue. I want to configure the queue
such that a single user can never use more than let's say 50 cores
simultaneously -- irrespective of how a user requests it (multiple jobs,
array jobs, or just a single job). It is possible?
