[torqueusers] "qstat -f <JOB ID> fail when hostname start with capital letter

I am using Torque 4.1.3.

If the master node has hostname started with capital letter, qstat -f <JOB
ID> fail to locate the job.

However, "qstat -f" (without JOB ID) and checkjob is success.
