Check the permission of the pbs_iff executable on the master and compute nodes, the location might be /usr/sbin/pbs_iff or /usr/local/sbin/pbs_iff. One or more of them appears not be have setuid permission

The permission should be

-rwsr-xr-x 1 root root ….
