This has just come up on the hwloc-devel list where one of the
developers who works for Greenplum asked about supporting cgroups
through hwloc.  The thread starts here:

I think it makes great sense, do the scary handling of that in a
library that can be shared amongst projects and so avoid clashes,
duplication of effort and benefit from lots of eyes.  I've already
advocated that it would be great for resource manager developers if
hwloc could handle cgroup setup/teardown.

I *strongly* encourage you and other Torque developers to get involved
on that list - it's only through requests such as this that they'll
know that people want it badly..
