[torqueusers] how to browse the stdout and stderr files of a running batch job

Additionally, there exists an option to have the job write directly to its
output file with no spooling (this is not recommended unless you have a
shared filesystem). This can be turned on by adding the line:

$spool_as_final_name true

to all of the pbs_mom's config files.
