[torqueusers] TORQUE 4.0.0 does not allow submitting jobs as root

I tried to allow job submission by root by executing:

$> qmgr -c 's s acl_roots += root@*'

... but it doesn't seem to work! Any clue as to what else I might be missing? The same steps work for torque 3.0.4
