The issues you'll be seeing will be because of policies in Maui then,
not in Torque.

Probably something like:

USERCFG[DEFAULT]        MAXPROC=512
USERCFG[DEFAULT]        MAXJOB=512
USERCFG[DEFAULT]        MAXIJOB=5

That's taken from our Moab config, but I'm pretty sure it'll be the
same for Maui too.
