It should be fairly easy to integrate this with something like xCAT to
do power off and on of nodes via IPMI.

Moab can already do this, and of course you probably don't want to
power a node off immediately as you'll pay a cost for booting it back
up again so you really only want to power it down after it's been idle
for a while (as it's likely to keep on being idle for longer).
