[torqueusers] Subversion URL changing for TORQUE

Hi everyone,

We are changing the URL to check out code for TORQUE to svn://
opensvn.adaptivecomputing.com/torque.

The current URL svn://clusterresources.com/torque will still be available
but will be removed soon. We will let you know a date as soon as we can.

In the mean time please download source from svn://
opensvn.adaptivecomputing.com/torque.
