[torqueusers] Missing Torque job accounting information

This is a known bug in TORQUE 4.1 and should be fixed in 4.1.1.  We
filed a bug with Adaptive Support on this after 4.1.0 came out, and
we've just confirmed the fix in 4.1.1 within the last couple weeks.

Users with a support contract through Adaptive should consult with
them before making any version changes, but others running 4.1.x will
want to move to 4.1.1 (or the 4.1-fixes SVN branch) very soon.
Numerous issues have been resolved.
