[torqueusers] torque for windows

These are the two closest things I know of -

1. TORQUE can run on cygwin thanks to Vikentsi Lapa and his colleagues at
UIIP Minsk. I don't know where Maui or whatever scheduler is run in this
setup, whether on a linux box or cygwin.
2. Moab is able to manage a windows cluster but with the help of Microsoft
Cluster Server.
