[torqueusers] job exceeds queue ... message!

Hi,

I keep getting this message when I submit a job " qsub: job exceeds queue resource limits MSG=cannot locate feasible nodes  "

The submitted job
#PBS -N name
#PBS -l nodes=2:ppn=1
#PBS -q bio
....

Here is the contents of my nodes file
Node1 np=1
Node2 np=1
Node3 np=1
Node4 np=1

Any idea what I could be missing here?
