[torqueusers] disable -I option to qsub

Hi Jeff,
You can do this through qsub wrapper. Wrapper can check for arguments of qsub and if if finds -I then it should reject administratively (exit -1).
This might not be the best solution but it works.
If you want I can send you some simple script that could do it.
