[torqueusers] UC prologue.parallel?

I tried changing to mode 500.  Also, tried to touch
a file in /tmp to verify that the script ran.  No dice.
Looks like this never gets called.  I'm testing on a
single node.  Since it's both Mother Superior and a sister,
does that mean prologue.parallel is not called?

I did look through the Torque source, and I couldn't see
where it gets called, unlike prologue.
