[torqueusers] create queue not counting in node job count

Thibault,

You do not necessarily need to change anything to be able to get the 
higher throughput of jobs. However, you can direct jobs to different 
queues based on nodes and slots requested. See 
http://www.adaptivecomputing.com/resources/docs/torque/4.1queueconfig.php. 
Read all of this but then use the routing queues to direct jobs where 
they need to go.
