[torqueusers] create queue not counting in node job count

I am not sure I understand what you are asking. Do you want to be able to schedule a job that does not require an execution slot? (i.e. a core on a node)

I would like to know if it is doable, and how to create a queue wich
does not occupy the slots on the nodes.
I mean  this queue should be able to continue even if no nodes are
free, and will not use any ppn on the node it will run.
