[torqueusers] torque-2.5.3-1cri.x86_64 hang when a node falls

from configure --help seems that --with-tcp-retry-limit is a
independent parameter, but I cannot enable it. Now I've done:

#./configure --with-tcp-retry-limit=2
[...]
# grep  -i TCP src/include/pbs_config.h
#define PBS_CONFIG_ARGS "'--with-tcp-retry-limit=2'"


I'm doing so in torque-2.5.5, is it correct? any sub-branch needed?
