No I am using ubuntu server. However chkconfig can ebe run:

root at server:~# chkconfig --list | grep pbs_mom
pbs_mom                   0:off  1:off  2:on   3:on   4:on   5:on   6:off

however I don't think that will help. Since only one PBS_MOM must be run, 
checking all commands must show only one running pbs_mom. In my case that is 
fine. As you can see all commands return one pbs_mom.

So pbs_mom is loaded at startup. The problem is why I should get a message in 
boot sequence which says unable to start pbs_mom because another instance is 
running? which other service loaded?

OK, so you've definitely got pbs_mom already running
at this stage, so trying to start another one is going
to fail.

If you are on RedHat/CentOS/SLES can you do:

chkconfig --list | grep pbs_mom
