[torqueusers] node's np still not right

I thought the qmgr command would update the nodes file. It does if you
add a new node to the cluster. Apparently, it does not update the file
for existing nodes.
Would you please go to www.clusterresources.com/bugzilla and enter a bug
for this and we will try to get it fixed.
