[torqueusers] resources_available confusion

Hello,

We've been using resources_available.nodect to limit queues on how much
resource they can consume.

Recently I believe after a few pbs restarts, resources_assigned.nodect
doesn't seem to match up with the actual amount of nodes in use. There
seem to be more nodes available and users will complain.

 

What is the best way to limit usage by queue, and is
resources_available.ncpus available in version 2.4.8?
