You'll need to use a scheduler like Maui or Moab and
then you should be able to set something like:

USERCFG[DEFAULT]        MAXPROC=512
USERCFG[DEFAULT]        MAXJOB=350

to restrict one user to max of 512 cores over 350 jobs.
