[torqueusers] TORQUE startup and shutdown times

Hi all,

We are looking for some information from clusters larger than 1500 nodes. We need to know how long it takes your TORQUE installation to be up and ready if all MOMs have to be started. Also how long does it take to shutdown all of the MOMs. Please also include the overhead needed to coordinate the startup and shutdown outside of TORQUE itself.
