[torqueusers] pbs_mom process owned by non-root user

Hmm, sorry, I just checked and the sub-mom still is owned by root.

Put this into your mom_priv/config
$logevent 0x1ff
$loglevel 7

Plus if you can use a debug build (the mom daemon will stay attached to
the terminal and output a lot of important information).
