[torqueusers] How to stop the submission for new jobs (for maintenance)

I am not sure, but I think if you just disable the scheduler you can do 
your maintenance with your cluster nodes (I presume..) without active 
jobs. Submission is still possible but the jobs will wait in the queue(s).
