[torqueusers] Error Permission - PBS_Server: LOG_ERROR::get_svr_attr, Unable to read server database

Today I have these errors appeared.

Master Node :
[root at master ~]# /etc/init.d/pbs_server status
pbs_server dead but subsys locked

[root at master ~]# /etc/init.d/pbs_server start
Starting TORQUE Server: PBS_Server: LOG_ERROR::Success (0) in svr_recov,
short read of serverdb
PBS_Server: LOG_ERROR::get_svr_attr, Unable to read server database
/usr/local/torque/sbin/pbs_server: failed to get server attributes
                                                           [FAILED]
