Complete guess - could this be that the pbs_mom is trying to
scp the users output and error files and is failing due to the
SSH keys not being configured ?

If /home is shared across systems you can avoid that by
using the $usecp variable in your pbs_mom.conf file.

But as Ken says it doesn't look like pbs_iff is implicated
here at all.
