[torqueusers] New branch added

We have created a new branch in TORQUE. It is located at 
svn://arc/torque/branches/NUMA.

The purpose of this branch is to give Adaptive Computing a place to add 
NUMA support to TORQUE where we can make changes and test. Eventually 
this will be merged into trunk.
