[torqueusers] cpusets not working on 2.4.6 ?

Found the problem!

I had configured --enable-geometry-requests as I wanted
to play with them later on but that results in Torque not
creating a cpuset unless it has been specifically requested
(as checked in the use_cpusets() function).

We can't run like this so I've now disabled that and am
recompiling, hopefully that will fix it.
