[torqueusers] mom_logs filled with error message

I had my mom_logs fill up when a bad job dumped this in there several
times a sec:

active process found

Any clues as to what scenario this might happen in? Also, let's say it
does can I get PBS to somehow throttle its output if repeated messages
are to be sent?
