Because clusters are expensive they tend to get pulled
into HPC centres who have to service lots of users - for
instance at VPAC (a small regional HPC centre) where I
used to work we had over 800 registered users from 8
universities many of whom are just scientists for whom
the command line is a new (and very scary) experience.

That's pretty normal for Australia from what I've seen.
