[torqueusers] ulimit in prologue

That process has no children.  The ulimit is effective; but, only for  
that process.  You want to put that ulimit command in the script that  
starts the pbs_mom; the torque jobs are children of that process  
(pbs_mom); hence, the ulimits that are set for pbs_mom are inherited  
by her children.
