[torqueusers] How to configure fluent licenses using torque+maui

Hi,

I am using Torque(resource manager)+Maui(scheduler) . I want to configure 5
fluent licences for it.

Which configuration changes i need to modify.

Really appreciate if you could list down steps with details.
