Andrey Kiryanov gave the answer:
1.-) correct a bug in  src/include/pbs_config.h.in  
 RESOURCEMAXDEFAULT insted of  RESOURCEMAXNOTDEFAULT
2.- ) enable --enable-maxdefault at configure time


and doc should be updated.
