[torqueusers] slot ALERTs in moab after installation of Torque 2.5.1

This is the advice I got from one of our Moab developers for this issue.

I'm not sure how it got in that state. When moab starts up, moab 
configures a class with the number a procs on the node. I would suggest 
restarting and see that helps.

Let us know what happens.
