[torqueusers] Why does torque require pbs_mom/pbs_server be run as root?

Agreed.

Also agreed, but PBS comes from a background of large
multi-user clusters and this use case is pretty new to
it so nobody has contributed patches for this yet.

The trick will be getting this working without breaking
the current behaviour where it needs to be able to change
user to the people it is forking jobs as.

I'd suggest this is something to take to the torquedev
mailing list..
