That should be a site policy decision, and given that
it's good security practice to run processes as application
(or even per-task, viz qmail for instance) non-root users
I don't think that it makes sense to enforce it.

I've seen HPC jobs run for months at VPAC, that's longer
than the uptime of most Windows boxes! I wouldn't tell
them they couldn't do that (well, OK, we put a limit of
3 months on any job).
