[torqueusers] Why does torque require pbs_mom/pbs_server be run as root?

This one could go the rounds for quite a while. However, what Garrick 
proposes would allow TORQUE to be run under the user's privileges. 
Because it is the user's privileges and not root privileges you should 
be OK.
